PHP The server is not responding ??

Hi , so i have a new accont, and when i try to go to phpadmin, i get

#2002 - The server is not responding (or the local MySQL server's socket is not correctly configured)

i was backup my SQL and i uploaded my backup idk if that matter, and i create sql user and in there it show that there my backup data there, but when i try to go to phpadmin to edit it say that up there..y ? thanks
