PHP upgrade still pending?

I requested yesterday to have my php version set to level 2 and it was accepted, however I don't believe it went into effect yet. The follow up email states that it "may take up to twelve hours" for the account to be switched, but it's been almost a day and nothing's changed.

I've tried using curl and file_get_contents on www.google.com but it just gives me errors. (The functions haven't been enabled for urls).

Am I on level 2 now, or has it not been set?
