PHP version + max file size limit

I need PHP Intermediate Ver. , I applied for upgrade and received and email saying my application was accepted and that I will receive a conformation email or something like that. I didn't receive anything further.
I guess I'm still on PHP Basic ver.

I installed Moodle and when I tried to change the max upload file size to 5 mb nothing happens, it's always set to 2 mb, how can I increase the file size limit ?

I would suggest applying again, as we had the system disabled for a long time, it went back online Sunday at midnight, So, if you apply again, it'll go through this time. Once you upgrade, it takes about 24 hours and this WILL increase the max upload size.

Actually it didn't, it was postponed until Wednesday!

And I just increased the max file size to 32M.
