PHPMail is not activated on Starka??? WHEN?????

I wait now day for day for only PHPmail ist working on starka. But when is activated???? i can not understand were is the problem. normal only one minutes for activate on a server. so we can not use the freehosting with this many problems any day.

Please activate this phpmail...
