As most of you know PhpMyAdmin is a 3rd party script, that is for working with databases. It does come with Cpanel.
There are some known bugs.
One of them is when you change your cpanel password, PHPMyAdmin doesn't let you in. This bug may be fixed in future versions of cpanel.
