I am using the free hosting account to store personal pictures and videos for family access. I have been in the process of uploading a year's work of pictures. Please clarify why the account was suspended and if this use is outside of the terms of free hosting agreement.

It is indeed outside the terms of free hosting. There is a 1gb limit on image galleries, and the account cannot be used for file hosting.
That said, whoever suspended you made it clear it's a warning, so I can give you 24hr to bring your account in line with the TOS. I can also tell you that you're about 6.4gb over the limit on image galleries, and you'd have to actually install a gallery script of some kind as this isn't currently an image gallery.
I can unsuspend this as soon as you agree to bring it in line with the terms within 24hr.
