The issue in this case is the backups contained in the wp-content/backup subfolder - it's occupying 1.9gb of space. Unfortunately, as this is covered under the Terms of Service under File Storage, the account is not eligible for the unmetered upgrade. That said, deleting the backups will fix the over-quota issue you're experiencing, along with bringing the account back in line with the Terms of Service. I've left them there in case you need to download them prior to their erasure.
