I would like to know if that applies to all pop-ups. Can I make a pop-up with my CS1.6 server status (made by Game-Monitor)?

That is just what is required for the advertisements x10 requires you to place on your site. You are welcome to use Popups for your own advertisements or other things. We just ask that our ads not be placed in Pop-ups.
