PostgreSQL not configured by Administrator

Hi,
I am trying to install a script that uses PostgreSQL and like many other users on the forum i am unable to move forward due to the error.. "PostgreSQL has not been configured by the administrator. Unable to locate pgpass file"

PostgreSQL is not enabled for free accounts. It is, however, for premium accounts.
