Sorry if this is a silly question, but when I go to a forum like 'Introductions' or 'Programing Help', in the posting permission I not allowed to post new threads or reply to existing posts. How do I change this ...

Make some more posts; I think either at 5 or 10 it allows you to begin posting in those areas. They were blocked to low-post count users mostly to combat spam.
