Premium Hosting?

Hello, I'm plannig to pay the 3$ free hosting package to try x10hosting premium and upgrade to vps if everything goes smooth,
but I have few doubts..

with a premium account will I be able to:

use perl/cgi?
install perl modules?
edit httpd.conf or use FastCGI

use perl/cgi? yes
install perl modules? yes (you need to do a slight modification to your scripts to make installed modules work, but this is explained on the "Perl Modules" page found in cPanel)
edit httpd.conf? no (but you should be able to do everything you need to do via .htaccess. If not, open a support ticket the support staff may be able to help)
use FastCGI? this is already the default for PHP, so yes

On a VPS, all of these would be a "yes" because you are given root access to your VPS.
