problem in cpanel

hi!!!! i am facing some terrible problem in cpanel. I am unable to create a FTP account or an email account.
When i open my file manager i see only one directory /home/yourusername ,shouldnt it be having some more directories??
I can't upload any file as it says: "max upload size=0 byte".

when i clicked on expand stats it showed the following error:
