First check whether you have account un-suspended. I just found that you have not changed your index.html file. You have to upload your files and put the appropriate ad in your pages. Your account may be suspended. Check it first.

why is it that I can't access my cPanel in my office where as I can access t at home? Maybe because of my office firewall?

More than likely. I have seen several people ask the same question. It's the way offices set up there firewalls. Basically it stops FTP access. Pretty much so you can't upload private office information.

Can you access it by using this link http://snowy.elementfx.com:2082 Cpanel snowy ?

Also make sure you use all lowercase letters for the password.

No, only port 2082.

I seem to get the same problem from school computers. With FireFox, for example, the new tab opens up, but the CPanel will never load on the screen. I do believe it has to do with office/school security. I'll try a proxy and see if that helps.

EDIT: Indeed it does. If you're having troubles, type the URL for your CPanel into a proxy site such as hotsneak.info. It worked for me when it tried to login so it should be fine.
