Problem to acces cgi-bin (FormMail)

I have a problem, when I try send a form with FormMail, the serve give me this error:
"You don't have permission to access /cgi-bin/FormMail.pl on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request."

The folder cgi-bin and file FormMail have chemod 755. ¿Which can be the problem?

Perl/Python ( cgi ) have been disabled on the Free Hosting accounts.

Ok, thanks. So... other question ¿Can I use PHPMailer or the function mail() of PHP for to do the same than with FormMail or also are they disabled?
