problem with my site

I park a domain name on to my free hosting account, when I go to the cpanel of my account under parked domains I see the domain name there. I tried to install wp on the parked domain under both the public folder and the www one after the other when I first notice the problem.
The problem is that after I install word press and wordpress states it installed properly but when I type my parked domain name in to a new tab of my browser to config. wp I see

and not the next step of the wordpress config.

I'm getting the WordPress default page at that address (you know, "just edit and start your blog"). Could have been a temporary glitch; there should be no HTTP access to the folder above public_html.
