Problems after migration

Page is not displayed, it has become invisible except for a text saying:
Database connection error (2) : Could not connect to MySQL
From Cpanel not allow me to upgrade the version of Joomla or make a backup.
The message when I try to backup is:
Could not connect to database, check the username / password of your database. If changed, please update the data using Edit Details.
Sorry: I need help.

Hello,

I still have the same problem with my page:

arteaga.x10.bz

The following is displayed:

Database connection error (2): Could not connect to MySQL.

In my CPanel, within the public_html directory I can see the folder structure and corresponding files.

In my MySQL database appears empty.

My page is created with the Joomla CMS.

Please, I need help.
