Your server is able to show file upload progress, but it has the necessary libraries. You should install the PECL library uploadprogress (preferred) or install APC.
PHP 5.3.6

error
HTTP Request State Failure
The configuration of your system or network does not allow Drupal to access web pages, producing a limited run. This may be due to the configuration of your web server or the settings of your PHP. Must solve in order to download information about available information, obtain information from news channels, log in via OpenID, or use services that depend on the network connection. If you are sure that Drupal can access web pages and yet still see this message, you can add add $ conf ['drupal_http_request_fails'] = FALSE; the end of your settings.php file.
