problems with cpanel and ftp

Hello, I can not open the cpanel address. The cpanel page doesn't load: "Network Timeout. The operation timed out when attempting to contact lotus.x10hosting.com" And the same problem with connection to my ftp.

"This Site Has Been Moved to a New Server."

And when was work my site?
cpanel and ftp also don't move on.
