Question regarding PHP level 3...

getting this when installing phpBB:

PHP setting allow_url_fopen is enabled: No
Optional - This setting is optional, however certain phpBB functions like off-site avatars will not work properly without it.

I have the advanced php so I would assume it would be on, especially since it says it's enabled for level 2.

Intermediate PHP Configuration - Select to view details This version of PHP is much more relaxed in regards to security. More features are enabled compared to the default version.

• Mail(), eval() functions allowed
• Memory limit and max upload filesize set moderately higher
• URL fopen or include enabled
• More relaxed restriction of 'unsafe' and 'bad' functions
• More relaxed restriction of 'unsafe' and 'bad' functions

• PHP Version - 5.2.4
• cURL, FTP, Socket, and MBString extensions enabled
• /e modified with preg_replace allowed
• No system/execution-related functions enabled, eg: exec, passthru, system
• Magic Quotes GPC enabled
• Register Globals disabled
• File uploads enabled
• Suhosin Path + Extension installed

Can this be enabled on the advanced php please?

EDIT:
(I did notice that it says after a change in php level is made it may take time to be fully operational but I'm not sure how long it's been since my app for level 3 was approved and wanted to double check that the url fopen was enabled for this level.)
