you can host another domain making it addon domain so that it will point to another folder on your account. no need of another account.

Or you can park the domain and use the .htaccess to point it to another folder.

You are allowed to run multiple crons as long as they don't go off within 5 minutes of each other.

From the TOS:

Each individual is allowed ONE account only.

Crons: We do not allow more than one cron within a 5 minute time period per account. This means if you have two crons you must make sure that both do not go off within 5 minutes of each other.
