I don't quite understand the question. Any website or file should be in public_html ... Can you try and restate the question?

firs: if you uploaded all your site in "public_html" folder, you need to delete de "x10welcome" index,
second: if you need redirec /index to /name.php you need to use the 301 redirection whit the cpanel, only you have to login in you cpanel, and then go to "redirect", in the redirection page, you can do redirections:

Example: website.com/index.php or website.com/ to website.com/somepage.php
