Remotely Accessing and Editing a MySQL Database

I have a website hosted on a separate host, but that server does not support MySQL.

I would like to use a script on my other host, and have it connect to and use a MySQL database here on x10hosting.

How can I get an exception made so that I may remotely connect from my other host?

We can't add an exception to do this, remote mysql's disabled on free hosting completely.
