[REQ]Simple Script(Ithink)[1300 Points]

I need a script that I can run from a vBulletin forum so that when a user is navigated to the page, they are shown a registration form, and it needs to do 2 things, one, register them on another forum(which i can get the mysql data to if I need it) useing my username as the "Refferal", I can give further details on that later, Then I need it to navigate that user to another page once they are registered, which should be easy.
