I'm living on Vietnam now, I know Vietnam on blacklist country.
But I want x10hosting accept me to using your free hosting service.
I'm student study on Hanoi University of Science and Technology and want using host for my personal blog build with Wordpress.

No exceptions are made, and there is no way around the country restrictions. (It's not much of a blacklist if all you have to do is say "pretty please" to get around it, is it?) By the way, there are free blogging options available for Vietnamese citizens, including at WordPress.com and Blogger/Google Blogspot.
