Requesting a Change in Domain Name

Am I allowed to request a change in my main domain name if I have a legitimate reason for doing so? Googling seems to show that this feature was stopped due to problems in the past. In order to do so, who should I contact?

I want it changed to geolympiad.x10.mx. I'm starting a geometry competition, but ToS doesn't allow multiple accounts, so I need my old domain name changed.
