Resource usage - change process priorities as an alternative to suspensions?

I tried the search feature, but I could not find this idea.

So, I've heard a number of people have had their accounts suspended for using too many resources. I wonder, as an alternative to account suspension, could the processes for that user simply be given a lower priority for some period of time? So the user's site would run more slowly, during spare processor time.

Is this even feasible?
