restriction and support tickets

Hello
in http://x10hosting.com/forums/useful-information/166022-country-restrictions.html i see:

"In order to offer our services to as many people as possible while dealing with the heightened abuse from certain countries we have created a high risk plan. The difference between this plan and the normal plans is a limit of 500MB disk space and 10GB bandwidth. After you put up a website that falls inline with our terms of service and your account is at least 7 days old you may post a support ticket requesting for these limits to be lifted."

I put a website that falls inline with the TOS and my account is older than 7d. Trying to open a case i get:
"Support is currently closed for the server your hosting account is on (lotus). Please visit our forums and read the news."

How can I open a ticket to remove limits?

Hello!

This is a support ticket, so you clearly found how to open one. :p

I had a look at your site to verify it falls within the Terms of Service. Please just be aware that you are responsible for all content on your site, and although the image upload script that comes with coppermine requires login, you just need to be aware of that. Also, image galleries are restricted to 1GB of images, so you also need to be aware of that.

Anyway, I've upgraded your account.
