There's RPGmaker 97 (i think at least), rpgmaker 2000, rpgmaker 2003 (little bit better than 2000, but not by much, changes the battle system is most of it), and rpgmaker xp for pc's...
But, after running it through google, I'm rather surprised. There actually _is_ a version for consoles :S
Kinda surprised me, then I remembered seeing it on sale at the local video store (few years ago when they cleared out their old games). There's also RPGMaker 2/3 for the ps2, which are the ones I'm betting you saw, XD
I'd give links to rpgm2000/3 but if memory serves they aren't entirely legal (something about being translated to english without the proper rights or something), but if you google around a bit you'll find them (xp's legally english but needs a key to make it unlocked)...
Oh, and as for ease of use, it's not that hard to throw together an average quality rpg. If you're gunna go for the gold though, expect to need a good collection of MIDI music, sound effects, tilesets, and graphics. There's a link at the bottom of this post to a project called "Charas-Project." They've got resources you can use, but if you're using the complete resources area, you'll need to contact the author of each resource for permission.
