RTMP Server

I want to know if it's possible to run a RTMP server(red5) on a VPS or I need a to go with a Dedicated package? I can only afford the price of an Unmanaged VPS S1 which is 8.95/mon.

You need a dedicated vps for any script that runs 24/7 on your account, as otherwise you would be constantly using cpu that is meant to be shared between all of the vpses on that node.
