I asked about this on 1/18 and was told to wait until the server updates were completed.

In the last newsletter, Corey said:

The second most requested addition has been Ruby support. Months ago cPanel released preliminary support for Ruby. With the restructuring we have decided there is no better time to implement this amazing scripting language. We hope all the members will give Ruby a try and expand their knowledge of web development languages. You should be able to find a new Ruby icon in your cPanel.
Anyone on the Cossacks server seeing the Ruby icon in cPanel?

Alright, it looks like it's not enabled to cossacks, I am going to move this to Level 2 support and point it at Corey when he wakes up.

I realize that there are more pressing matters than this but could you please tell me if there are still plans to provide RoR support on the Cossacks server? Thanks.

Yes, we added a new adfree server and are now in the process of cleaning up the current servers. Once we are done we will be renabling ASP.NET and Ruby support.
