Where is the list of rules that dictate what is allowed to be hosted? What I am doing is legal, but I want to know if it violates TOS for example.

Edit: Found the TOS, but why is file hosting not allowed?

I am trying to start an online remote computer repair website, would hosting my applications/files be against the TOS? They wouldnt be accessible directly from the site, you would have to use FTP. I would be using the space as a backup. Technically it is related to the site but it could be taken either way so if I could get a mod or someone to gimmie a quick answer I would be much appreciated.

Employees will ideally have access to an FTP account of their own so that they can upload their own tools that they have either built, or prefer. If said employee were to host a file that was not a tool and/or was against the law, say a fallout4 torrent(actually happened in the past), would a moderator inform me that said file was hosted and where it was before disabling my account? I am going to be running a business here so I would rather not have my account disabled my a stupid employee. Again, none of the tools/files will be available through any method but FTP.

that would be on the wrong side of the TOS

from the TOS
File Storage
Hosting accounts may not be used to store backups*, personal files, or non-web accessible files*. Any files hosted on the account must be directly related to the website the account is intended for. Files over 10MB in size will be automatically removed from non-upgraded accounts.
* - bold by me

The Premium ToS is available here; basically, file storage and backup are still forbidden. The rules are considerably different for VPS hosting, but there you're limited by the fixed space you're paying for (and by the law of the land, obviously). In large part this boils down to two things: (1) it takes approximately eight milliseconds to upload eleventy-three terabytes of stuff that ought not be on a web server; and (2) hosting customers tend not to be too terribly good at handling nuanced conditions, claiming not to see differences between things when those differences mean they can't have what they want, so things that are either black or white with very little possibility of greyness are the only sane thing. There are perfectly good (and secure) file hosting solutions to be had out there with excellent free pricing tiers (things like Dropbox and Google Drive), so you can still sort of have your cake and eat it too if a VPS doesn't look like something that would be in your future.
