Running compiled (executable) code through CGI

I'd like to write in C and C++, compile into Linux executables (binaries) and execute here as CGI.
What do I need to know in order to do that?
Would I need a premium account?
What Linux kernel version is being used here, and which version of libc does it use?

1. Definitely not allowed on Free Hosting.
2. Pretty sure not allowed on Premium - you are still on a shared server
3. You would probably have to go to a VPS
