scgiwrap error?

I added a CGI script into scgi-bin folder and called a function therein. I get this error below:

scgiwrap: Caller must be uid 99

Can someone decode this for me?

BTW, should I place CGI scripts in scgi-bin only? What is the use of cgi-fin folder?
