scgiwrap problem

I'm having problems running any script in my scgi-bin. Whenever I try to run one, I get an error message saying "scgiwrap: Caller must be uid 99." Could this be caused by the move from cossacks?

I'm not that familiar with CGI but why would you not use cgi-bin instead of scgi-bin?
