SEO help !!

Can any guru provide step by step guide to SEOing a website?
I have tried few tips that I could gather over the internet,i.e. adding relevant keywords, title, submiting a site map etc etc But I am missing something as Google does not display the website in the search results at all forget the first page.

Some tips that i use.
1.Google considers title tag as important thing than meta tags
2.Url should contain some relavant search terms for example
http://www.tgmc.info/forums/viewcategory.php?category=5&name=Db2/SQL is better than http://www.tgmc.info/forums/viewcategory.php?category=5 because the first url has some keywords
3.submit the search map the www.google.com/webmastertools
4.Do not include javascript menu in the home page. Because Google Bot cannot read javascript and hence it won't read urls in those menu so it won't get indexed and hence u won't get into google results.
5.Google also considers traffic aspect as an important thing.
6. Avoid too much images, google bot hates flash. Try to avoid flash menus.
I am writing this from what i learnt by browsing sites. Correct me if i am wrong.
