Server Configuration issue?

Hey Everyone!

I think i might be hitting a brick wall with this one, and im guessing it may be a server side thing as apposed to a user error (i know, i would say that wouldnt i?).

I have a Radio Panel installed which i am working on customizing and stuff, anyway it installed a piece of cake and no issues came up. However now evertime i click on a menu within the script i get the following error:

Warning: file_get_contents() [function.file-get-contents]: URL file-access is disabled in the server configuration in /home/maxus24/public_html/powerpanel/includes/functions.php on line 19

Warning: file_get_contents(http://powerpanel.duosystems.net/grab/swears.txt) [function.file-get-contents]: failed to open stream: no suitable wrapper could be found in /home/maxus24/public_html/powerpanel/includes/functions.php on line 19

Now i noticed its mentioning "URL file-access is disabled in the server configuration" is this something that may be on the actuall server i am on or am i just being plain dumb?

That seemed to fix a ton of problems, now im getting something a little different...this might just be me being stupid though so if anyone can help i would appreciate it allot
