server error & cant upload main page to my free hosting

hello !
i just create my account for free hosting but i get an error message when I try to create a new folder in public_html in Legacy File Manager

Unable to change directory to /public_html! You do not seem to have access permissions! (System Error: No such file or directory) in /public_html

I can't create any files nor folders with File Manager
When I try to upload files to File Manager i get this message:

index.html: unknown Bytes: 0% Complete FAILED! :Unknown error or disk quota exceeded.

also can't see any files on home/username, just empty space.

I can't create ftp accounts in fact ftp accounts creation page dont work normaly

my free-hosting account is : eljerari.x10.mx

where are you support???
even can't use my free hosting account someting going wrong there :s

why when i try to create or upload any file its say : you do not have permision for that or disk full ? :s

plz i need your help guys
