Server unable to read htaccess file?

So, I was making a custom 403 page for my website, and decided to hook it up through my .htaccess file. I just copied and pasted the htaccess code for my 404 error, replacing 404 with 403.

But, whenever I go to a restricted directory, it gives me this message instead of my custom 403 page:

You don't have permission to access /restricted on this server.
Server unable to read htaccess file, denying access to be safe


Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.




Now, when I type random stuff after my web address and give myself a 404 error, it shows my custom 404 page. But, for some reason, this won't work with 403. Any solutions?
