It depends on where you get it from.

One of the cheaper places is http://www.theplanet.com/

If you want to run it from your home, you need a computer capable of running a web server (I have a AMD Athlon 1800+ on mine and it works just fine)
The cost of the ISP and Static IP varies by region and provider.

You can run one on your desktop with a standard internet connection and no static IP. Just get a subdomain from dyndns.org or no-ip.com and set the auto-updater daemon.

Most ISPs don't allow it unless you have a business-oriented service. But, they don't really keep track, and the worst they will do is ask you to turn it off. If you have lots of traffic though, it does become a problem.

If you want a different computer from your desktop, you can run a decent web server on just about any hardware. I had one on my Pentium-mmx @ 233MHz with 256MB of RAM and then upgraded it to a P2-350MHz with 320MB of RAM. It all depends on how many visitors you want to serve.

Yeah, zapto.org will host a subdomain for free if you have your own server.

Depends on what you want it for. It ranges form a DNS or personal wepage server, which I have seen run from an old Dell Dimension P3, to a high-end hosting or game server which you will probably want to rent or get a VPS account.

If by "the NET" you mean the internet, then yes. You can even use a free subdomain. In fact, if your IP address is static you could use that. Really, even someone with a dynamic IP could use that, my dynamic IP has never changed.

But really, it's best to just get a free subdomain or pay for a real domain.

After successfully installing Apache (one of my preference) HTTP Server, get DynDNS or no-ip. This is your best choice, imho. And make sure not to attract TOO many viewers because it can **** up your machine (unless you have a powerful machine).
