Simple website / Forum setup

I am looking for someone that is decent with website design and can help customize a forum software ( one that is free / allows mods like Arcade / RPG )

The website would just be a few small pages, the required advertisements, a rotating banner ad, a IRC java client ( if I can find one that is free to use )

I just recently started here, so I don't have many points to offer, but will give you what I have, plus can work out a small price deal through Paypal ( I don't have much, but can work something - hopefully )

Try this site for a free forum software. It`s very customizable and can have different themes on it very quickly:

You might find it has most of what you want. If you look on this page for all the modifications that can be installed in a matter of minutes to the default theme:
