site displays only header

my site displays only the header.. i figured out why. its because there's no database connected. i tried to import my database but there is a problem abt the charset. mine is latin1_swedish_ci but when i tried to import it, it gives an error abt 'collate', i've tried to change the charset but its the same error with the new charset.. cos of the database, my site is not displayed well.

From reading source there are two <head> in document. If editing ducuments there mite be two include head lines.

If using a cms, and thats how it appears. I would need to see index.php before the script is run.

What cms is being used?
