Site down SMF + Connection error + upgrade PHP

OHHHH!!!! one more thing! it seems to be giving the forbidden stuff in IE mostly not Firefix and looks like the site is up! Also the forbidden error still comes up when i use package manager to instal mods using the server feature (Why? the hell is it doing tht?) Do not close this topic abusive moderators its not done yet part to is not solved

Hi im going to cut to the chase right away, my site http://pawnkiller.co.cc

I cant view the site cuz of a connection error, it says in firefox that it could not connect and that the site is there....

Why?

2 I just installed
SMf and its been giving me forbidden messages all over, WHY?! thats really pissing me off (But cant viiew site anymore anyways at the moment at all)

3 The site went down about the time i noticed my upgrade for php was accpeted....


Thats all i got.... wait and theres a little more, it gives me these forbiiden and additionaly 404 errors:
403 Forbidden

Whenever i try to log in and whenver and on my other site whenever i try to instal a package usign the latest mods feature.....
