Site Down...?

Just curious, when upgrading to Php level2 from level1 will the site be down while its being upgraded (the 12 hour period). I have my account upgrading now and i cant access the webpage. Wondering if this is normal. Thanks

Is it just "Apache HTTP" on my account page? because that says offline right now.

oh okay, interesting because on my account page it says the HTTP is offline yet on the link you gave me it says online...
