is the language relative to the google ads?

if there are google ads in jappanies there can be a site in the same language & if there is no ads in the language there will not be a site in that language ?

Read the TOS. And I think you can't use the jappanies language on x10hosting hosted sites.

TOS is the terms of service. With x10 your only allowed to have your site in Spanish, French, English. No other language or account will be suspended, Then deleted.

and what is the connection for the language choosing (if i may ask)?

is it because sites that are in English, Spanish, or French have an admin that can check the sites for illigal materials & other languages cannot ?
