A friend of mine wants to convert SMF to IPB 1.3. Is there a way to do it? I will pay 300 points for anything that works.

I don't think there is a way? I am not entirely sure .. however its possible to do anything if you put your mind to it.

Financial problems. But he is runniing SMF so I don't quite see why he wants to convert.
