There are a quite a few threads already posted that would of easily answered your question, but I will answer so you don't have to do the searching.
"Due to the server move and other problems that arised from it, new accounts have been placed into the admin's hands to do manually. Because of this, it can take upwards of 15-20 days to complete. If after 20 days since you registered, you haven't recieved your account details ( Be sure to check spam folders ) ... please post back here and we will have an Account Manager look into the matter for you"

You probably can, but I don't think speaking with him will speed up the process. There is a serious backlog of new accounts to be created. Unless you go for the paid account side, then you will have to wait in line like the rest of them.

As mentioned, all accounts have been queued for creation, meaning there is a long line of people waiting for their hosting. If you've read the news (which you should do now if you haven't already), Corey has posted about how a few of the accounts that were made from the queue were abusing the service, resulting in more of a backup in the line.
