SQL Connection Error

hi i am having a problem with my hosting account. I have a site with joomla and everything was working fine. now i am getting the following error:
Database connection error (2): Could not connect to MySQL.

Even i tried logging into phpmyadmin through cpanelx3, but no luck
what could be the cause of this error please? is the databases server down?

A lot of people, including me, are having the same problems, i read in the forum that the server "LEVEL" is having a problem with MySQL, so Wordpress, Joomla, and other website that use MySQl will experiment the same problem.
