SQL Error 1040

My phpBB3 Forum, http://neverdo.exofire.net/phpBB3, returns this message when I attempt to access it:
General Error

SQL ERROR [ mysqli ]

Too many connections [1040]

An sql error occurred while fetching this page. Please contact an administrator if this problem persists.

I am using an Ad-Free account.

What is causing this and how can it be fixed?
It is because of this error I left my old host (Awardspace) and the return of this error so soon into my transition has made me less optomistic about x10hosting.

Its a problem with the MySQL server. Your user account may have been restricted to only a certain number of simultaneous connections. This post will need to be brought to the attention of the staff for a possible upgrade. Make a post in the upgrades forum requesting a higher max-connections value for your MySQL server account and add a link referencing this topic.
