sql error comunication packet

i have the following general error message after complete uploading and after install sql file on server.
 
MySQL server at 'reading initial communication packet', system error: 0 [2013]

Try editing config.php and setting the $dbhost to "localhost" instead of the IP for Lotus.

i do it earlier without success.i tested again but nothing.Sorry for my english im from greece.:smile:
i will test now the forum to easyphp again localy but i think that this is server issue.
