ssh connect not working

i am using free hosting plan..
but when i tried to connect with my database using putty in ssh type,below errors occured

putty fatal error...
network error: connection refused..

why this error is occuring??
and another thing
if i try to import sql files exported from x10 on another host below errors occur

import.php: Missing parameter: import_type (FAQ 2.8)
import.php: Missing parameter: format (FAQ 2.8)

I saw 1 result which said that the error may be related to your servers php.ini upload limit. If the mysql file exceeds the upload size limit it could possibly give you this error.
where can i find php.ini file????

There is no SSH or Telnet access to the Free Servers.

There is no outside access to the Free MySQL servers.

php.ini file is server-wide and users are not given access.

No exceptions.
